it can’t be changed by an executive order, since it’s in the constitution. would require a constitutional amendment, therefor supermajority in both houses + 3/4 of the stats to ratify. of course he’s too stupid to know that. and ultimately it doesn’t matter, since to ensure the chaos continues, he’ll do the e.o., then let the courts fight it out.
