hmmm… i would have thought data was known and rtor increases pedestrian harm. article mentions difficult to impement in all situations, might even increase harm to pedestrians. so do it “default is NO rtor, sigange will dictate where ok. like u-turns are generally permitted, with small limited restrictions (too close totunnel, curvem, etc?
