In 2001, Portugal decriminalized all drugs, including cocaine & heroin. Of course, many said this would be a terrible failure, but 8 years later it’s considered a success.
Although there are many problems with deciminalization, this is a clear example that moving away from criminalization doesn’t automatically lead to increased problems.
