UBI as an indicator of a countries’ wealth

I was thinking: could a UBI be justified as the basic income a citizen of a prosperous country deserves to raise a stable productive next generation? Similar to the “baby bonus” my mother used to get; not sure if there is anything similar today.

Similar to how Alaskans get a yearly dividend (https://en.wikipedia.org/wiki/Alaska_Permanent_Fund) due to their state’s oil resources.

Imagine a world where countries mention how large their UBI is; it could become a signal of how successful a country is. At least as good an index as GDP, eh?

    I was thinking: could a UBI be explained as the basic income a citizen of a prosperous country deserves to raise a stable productive next generation? Alaskans receive a nice yearly, guaranteed-by-law, divided from the selling of their natural resources. Why do they “deserve” this money, other than simply being citizens living in Alaska.?
