Because they were originally designed for the American military’s use before being sold to independent operators who refurbish them, the Black Hawks are not certified in Canada and cannot be used here without Transport Canada exemptions.

After a push by some industry players, Transport Canada stopped issuing those exemptions, indicating it needs time to evaluate their commercial use.
