my guess: the first shooter was so jacked up and so poorly changed, or a combination of both, that when he saw the gun in his holster, or in the disarming popo’s hand, pushed him over the edge and he started shooting. so jacked up that he didn’t think that his popo buddy had the gun, didn’t realize the hand or pretti hands of pretti were in front of him and empty left /with hpone in right. and the 2nd (if true) popo figured what the hell, must be something wrong with this pretti something so dangerous otherwise why would popo1 shoot him in the back, at this time maybe 3 shots? so he unloads a few too. at worst he saw the chance to kill, at best he was just so jacked up and poorly trained and etc.
none of this abslves the popo and their leaders in any way. for one, they started it they initiated violence.
