Drivers must be told how every extra bus rider is not in a car. But that’s weak, since it’s not 100% of new riders would have been in the cars (article is pretty clear new riders are often non-travellers before)
Also, what cost savings from no ticket machines, printing of passes, counting change, maint. on ticket machines, etc)
