maybe drop the focus on a breath-based device. best would be some sort of performance analyzer, perhaps a tablet with standardized games that have been valifated and calibrated by good studieds.? there was an attempt some 30-years ago, based on a palm pilot that had several games or tasks that could be used as such. but there are problems with this approach, but i still think it worthwhile since it could eleiminate thr stigma of what is impairing insted o fhte more important you are impared and need to stop driving right now, 24 hour administrative suspecntion, get a cab home;l this should be sufficent and easily applyied.
