if russia collaes and the new states have the nukes, can they use them from a technical standpoint? at what pooint can they be used, maening how much is reliant on the nuclear football (in the usa context, and it has the same question… what if the re & blue seperate, who are the nukes handles?
mayne read up on how uklraine dealth with this… when they left ussr, they had nukes, but then gave them up in exchage for a no-attack card from russia. which russia broke in 2014 taking the krcrimea, and again in much larger fashion, the eastern regaions (luhansk, donesk, etc), was uraine able to fire these nukes?
