Let’s be clear. Since the original Wuhan outbreak, China has indeed managed to keep just about every coronavirus cluster in the country from turning into a nationwide health-care crisis. Beijing argues, not without merit, that the existing infrastructure cannot handle a pandemic of millions. And a digital health-monitoring system based on QR codes has played a big role: local governments work with popular apps such as WeChat and Ant’s Alipay to control access to everything from supermarkets to the subway.
