Maybe good, if people stealing the plastic bins are re-using them for something. But I expect the most popular disposal will be side of road, down in the ravine, since people can generally be regarded as pigs. Could be an oppuortunity for kids to gather them and return for reward. Or better yet, start charging in a deposit/return system.
