The new rules will off-load the entire cost of the program onto the companies that make packaging and other recycled materials — and put them in charge of running it, too. But the rules are so baffling, even key stakeholders say they don’t understand how it will work.

so my idea that producers of materials should be paying for recycling is a thing, and a goal.  but this article shows it’s complicated.  And ontario’s making more so?
