As of the end of April, only 254 deaths were attributed to COVID-19 in Haiti over the course of the entire pandemic. Why has the death rate been so low?

article mentions a few possible reasons (population is young, avg. age ~23.  houses tend to be more open.  but i wonder if they were able to prevent it from arriving from outside, possibly tight testing and such at entry points?
