Mayor Bill de Blasio said thousands more did get the shot and that the first day of the vaccine mandate went smoothly, without significant service disruptions.

So 9,000 + 12,000 exemption = 21,000, out of ~370,000 city employees, or ~5.7%. A bit larger than the 2-3% I predicted last week.
Only 34 police (less than 0.15%). Much less than estimated last week from the screaming headlines.
“Police Commissioner Dermot Shea said 34 cops and 40 civilian members of the force — which account for fewer than .15 percent of NYPD employees — did not comply with Mayor Bill de Blasio’s mandate”
Also, contextless headline !!! 9,000 is much better than 5.7% for getting clicks.
And it looks like the fire department is the biggest holdout., something like 30%.
